Political scientists from around the world discussed the problems of public values and political-administrative culture

21-22 June, 2013 St. Petersburg State University, RC 48 – Administrative Culture of the International Political Science Association in cooperation with the Russian Political Science Association held a scientific seminar "Public values and political-administrative culture: Russian and international contexts".

The seminar was opened Prof., Dr. Leonid Smorgunov – vise-chair of RC 48 and the Chair of Scientific Council of the Russian Political Science Association. A welcoming speech was addressed by the Dean of the Political Science Faculty, Prof., Dr. Stanislav Yeremeev (St. Petersburg State University) and the Chair of the RC 48 Dr. Rosamund Thomas (Cambridge University).

Presentations were made by the scholars from Russia, Finland, India, Lithuania, Ukraine, and Uzbekistan. At the seminar the political scientists from all over Russia brought together. Were presented institutes and universities of St. Petersburg, Moscow, Yekaterinburg, Nizhniy Novgorod, Kursk, Ryazan, Barnaul, Astrakhan, Rostov-on-Don.

This joint initiative is due to the growing interest in the theory of public values and the possibility of discussion in this context of contemporary challenges in the field of public administration, as well as - developments in administrative culture.

Two-days seminar demonstrated that using the concept of public value in the modern theory and practice of public administration can help overcome the dominance of narrow and overly simplistic approaches that have dominated the last decade. This concept offers a new way to define the ultimate goals of the contemporary reforms of public administration in different countries. It is particularly important for public service reforms because the theory of public values has the potential to develop ways of thinking about the problems of the public sphere, and points to some practical ways forward.

The seminar was wearing an interdisciplinary character, its main purpose the participants saw the unification of efforts of political scientists to the study of the phenomenon of public sphere as well as a comprehensive study of current trends in the development of political and administrative culture, both in Russia and in the world.
